Summary
The climate problem demands a global attack, but North and South are holding each other by the throat and they are both squeezing hard, with the result that they stay in equilibrium: no movement, thus. This stand-off is crippling any attack on the climate problem, which is not in the interests either of the North or the South. In such a situation it is sensible to look beyond present boundaries and to explore new ones. Whoever does that will sooner or later stumble up against the attractiveness of a global system of tradeable emission permits.
